Making the Beef Filling

Add the drained corn, kidney beans, salsa, taco seasoning, water, salt, pepper, and garlic powder to the skillet. Stir well to combine all the ingredients.
Transfer the beef mixture into a 9x13 baking dish that has been sprayed or oiled, spreading it out evenly.
Sprinkle the shredded colby jack cheese over the top of the beef filling, and set aside.
Preparing the Cornbread Topping
In a medium bowl, combine the cornbread mix, creamed corn, milk, and sour cream.
Mix until you have a thick batter that's well combined.
Spoon the cornbread mixture evenly over the ground beef and cheese layer in the baking dish.
Bake the casserole in the preheated oven for 35-40 minutes, or until the cornbread topping is cooked through and golden brown on top.
